DHA Issues $300M Contract Solicitation to Support MHS GENESIS Health IT Deployments

The Defense Health Agency (DHA) has released a multiple-award solicitation for an indefinite delivery, indefinite quantity (IDIQ) contract to support global health IT deployments tied to the MHS GENESIS electronic health record system.

Valued at up to $300 million, the contract will focus on procuring enterprise technologies and IT services to enhance the Defense Healthcare Management Systems’ infrastructure, including integration with operational systems and medical devices.

The solicitation outlines the need for commercial services and materials to support a wide range of deployment activities, including:

The initial contract period is set for one year, with multiple one-year option periods that could bring the total value to approximately $300 million. Proposals are due by April 15.

MHS GENESIS, powered by Oracle Health, serves as the Department of Defense’s unified EHR platform, enabling coordinated care across the military health system and partner agencies.

The platform supports care delivery across multiple organizations, including the Department of Veterans Affairs, the U.S. Coast Guard, and the National Oceanic and Atmospheric Administration.

The Department of Defense achieved full deployment of MHS GENESIS across more than 3,800 locations worldwide in recent years, marking a major milestone in military healthcare modernization.

While the DoD has completed its rollout, related deployments—particularly within the VA—have faced ongoing scrutiny due to technical challenges and system performance issues. Despite this, the VA has resumed its rollout efforts, with additional implementations planned.
